During the 16th century, Japanese pirates, commonly referred to as wako, were prolific along the Chinese coastline. Their incursions created chaos and instability in the coastal regions, posing a significant threat to local populations and trade routes. These pirates exploited the weakened coastal defenses and maritime vulnerabilities of the era, frequently raiding ports and settlements for resources and wealth.

In 1557, the pirates succeeded in taking over the city of Cengang in Zhejiang province. This conquest marked a new escalation in their attacks, prompting an urgent response from Chinese military authorities. The local defenses, despite their efforts, faced considerable challenges in repelling the well-organized pirate forces, which had grown in strength and numbers over recent years.

Commander Yu, played by Sammo Hung, emerged as a key figure in combating these maritime threats. After months of relentless efforts and numerous battles, Commander Yu ultimately succeeded in defeating the pirate forces at Cengang. His victory was achieved under the leadership of the newly promoted General Qi, portrayed by Vincent Zhao. However, despite their efforts, some pirates managed to escape, regrouping for future attacks.

By 1561, the pirate threat had intensified once again, with their forces rallying to launch renewed assaults on the Chinese coastal cities. Xinhe and Taizhou became prime targets, and the region found itself caught between two fires. General Qi’s forces faced immense pressure, as the pirates sought to destabilize the region and amass wealth through continued raids.

Faced with a difficult strategic dilemma, Qi made a decisive choice. Although most of his soldiers’ families were in Xinhe, he chose to prioritize the destruction of the pirates' elite team in Taizhou. He believed that defeating this core group would ultimately secure long-lasting peace for the entire coast. Meanwhile, he left his wife in Xinhe to oversee the city’s defenses, trusting her to handle the ongoing effort against the pirates in his absence. This decision underscored the gravity and complexity of military leadership during turbulent times.
